Since January 2014, French consumers have had the right to request to receive their electronic communications bills on paper rather than by electronic means, free of charge.

End of 2013, a French decree ruled that subscribers can request to receive their mobile phone or internet bills on paper rather than by electronic means, free of charge. The request can be made by any means and at any time.

Legal case studies

On 31 December 2013, a French decree was passed giving consumers, who wish to receive their electronic communications bills on paper, the right to request this from their electronic communications service providers. The request can be made by any means and at any time.

Article 3 of the decree of 31 December 2013 published in the French Official Journal of 4 January 2014 states that upon request from the subscriber […] bills are sent free of charge on paper, rather than by electronic means by the operator. The request can be made “by any means and at any time, including at the time of the subscription”, says the text.

[…] II. – Lors de la souscription, le consommateur est informé de la nature du support, papier ou dématérialisé, sur lequel ses factures seront émises et, si plusieurs supports sont disponibles, de la possibilité de demander un autre support que celui proposé par l’opérateur.

III. ― Sur simple demande du titulaire, qui peut être effectuée par tout moyen et à tout moment, y compris lors de la souscription, les factures à venir lui sont adressées gratuitement sur support papier, à la place du support dématérialisé proposé par l’opérateur. Si la demande intervient en cours de contrat, elle est prise en compte dix jours ouvrés après la date de cette demande.
